I can see the need to have some rules but a total ban seems silly.

Anecdotal evidence: a long time female friend of mine was, in her early 20s a surrogate twice. With the money she was able to establish herself and enroll in college. Now 25 years later she has several businesses, a second home in USVI and is working on her doctorate.
